Typical configuration
- Guard: LEL reading must be < 10 % to issue; < 1 % to continue past mid-shift.
- Guard: named fire watch must be a person with the "fire-watch" training record active in the training matrix.
- Effect: permit issuance pushes a 3-hour re-check cron; missed re-check auto-suspends the permit.
- Capability: Permit-surrender QR code printed on the issued card — scan closes the permit and logs the scanner identity.
